S1 Shortcomings was made by revmischa.
It is used when an S1 layout is asked to display a TagsPage or a tags-filtered RecentPage.
In certain circumstances, it is also used on the EntryPage, ReplyPage and MonthPage with an argument fallback=s2 appended.
