bugs is used to track bugs and bug fixes to the LiveJournal code as all bug reports are reposted to the community and tagged for easy searching.
The community was made members-only in August 2006 and all posts were locked a little while later. In the second semester of 2007, the community replaced LiveJournal Request Tracker as a way to file bug reports and switched names from rt_bugs to bugs. Months later, LiveJournal went back to using bug tracking software - Fogbugz then Jira (https://jira.sup.com/)

kunzite1 had made a nifty viewer for it using S2 here.
burr86 was known to request not linking to posts from it.
