From No LJ Ads Wiki

This is a palette-modification system used by LiveJournal Server and FotoBilder to alter a single image for use in a variety of ways.

It currently has support for palette-indexed GIFs and PNGs. It has also been implemented into S2 for easy manipulation of images for layouts.
