Clean and Simple was created by mart.
It was initially an S1 layout and was ported to S2.
It is available to all users.
Historically, this was actually an S2 layout before it was an S1 layout, and was in fact created as a test layout when the S2 style system was still in development. However, it was "backported" to S1 before S2 was released, so the S1 version was available before the S2 version. In some senses, this was actually the first ever "real" S2 layout, though S2 was also tested with a port of "Default LiveJournal" that eventually became the "Classic" layout.
