changelog is updated when LJ developers make commits to the LJ code. Some commits are not posted publicly in changelog. One must check LJ's ljcom and livejournal repositories to see these.
The no_lj_ads folk are working on making an RSS feed of repository changes that won't be subject to the fickle behaviors of changelog.
