Site Schemes are layouts used to browse LiveJournal with.

The usescheme=global query string argument has more information about switching site schemes.

In order to set your site scheme to XColibur or Dystopia, you can use this URL to get it to appear in the viewing options page: 

http://www.livejournal.com/manage/settings/?view=schemes

If you use Horizon, there is a guide on customizing Horizon with user stylesheets.
